Under Title 3 United States Code Section 19, The Speaker of the House of Representatives will become acting President (requiring his resignation as a Representative), but only until such time as a new President or Vice-President qualifies for office.

In fact the same line of succession that would apply if both a President and Vice-President died while in office applies. The difference is that when a sitting President and Vice-President die in office, the Speaker of the House, (or others in the line of succession), becomes Acting President for the remainder of the term of the elected President. When a President-elect and Vice-President-elect die before taking office, the Speaker of the House, (or others in the line of succession), becomes Acting President but serves only until a new President qualifies for the office.

Note that Article II of the Constitution and the Twentieth Amendment governing succession upon death of a President do not cover this situation. The Constitution and the Amendment left it to Congress to decide what should be done.

According to the 20th Amendment, an elected (Electoral College) and certified (Congress) President-elect can be succeeded by the Vice President-elect if he or she is incapable on Inauguration Day.

If the death of one or both candidates occurs before the certification, either the Electoral College or the House of Representatives could elect a new President-elect and Vice President-elect. The final word on any election, or a new general election would go to the incoming Congress elected and seated on January 3rd of the year following the election. One of the first tasks of each new Congress following a Presidential election is to certify the electoral college vote, ordinarily on January 6th but subject to rescheduling.
