The term "acting President" refers normally to the Vice President who assumes the office temporarily due to incapacitation of the President (as for a surgical procedure). Should the Vice President be incapacitated as well, the office would pass to the next person in the line of succession, who is the Speaker of the House of Representatives.

Normally the period of incapacitation is short, so this situation has never occurred.
