Prior to the start of the convention, the Virginian delegates met, and using Madison's thoughts, work, and notes; came up with what came to be known as the Virginia Plan, also known as the "Large State" Plan. The Virginia Plan proposed a very powerful bicameral legislature Both houses of the legislature would be determined proportionately. The lower house would be elected by the people, and the upper house would be elected by the lower house. The executive would exist solely to ensure that the will of the legislature was carried out and would therefore be selected by the legislature. The Virginia Plan also created a judiciary, and gave both the executive and some of the judiciary the power to veto, subject to override.

The Virginia Plan called for the separation of government into three chief sectors. These were executive, legislative and judicial. A bicameral legislature was created by proportionate representation, who are elected by the people. Small states objected to proportionate representation which was settled in the New Jersey plan.

The Virginia Plan pretty much said that the representation in the legislative branch (Congress) should be determined by population (seeing that they were a fairly large state with a large population, giving them control) where as the

New Jersey Plan said that it should be determined by if you are a state or no; equal representation of all the states (seeing that they were a smaller state with a smaller population so their voices wouldn't be heard in Congress.

The compromise between the two (The Great Compromise) said that Congress would be bicameral, meaning two houses, and one would be by population (every 30,000 people would be equal to one representative) (House of Representatives) and the other would be equal representation (Senate). This compromise also said that every three of five (or three-fifths of) every slave would be counted as one resident. This was to appease the southern states whose populations were largely slave, but not to count them all as the north claimed that if they weren't free then their voices aren't really being heard so why count them at all. In the same compromise, it was agreed to that the instiitution of slavery would not be ended until twenty years after the ratification (not writing) of the Constitution. These measures were areed on to make both sides happy so the Constitution was more likely to become ratified (seeing that the two biggest problems at the convention was big vs. small states and north vs. south reguarding slavery)
