It is the 9th Amendment. It's part of the purpose of the Bill of Rights. In layman's terms, just because a right isn't specifically spelled out in the Constitution doesn't mean the government has the right to infringe upon or violate those rights.

"The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparge others retained by the people."

In other words, it means that this amendment provides that the people's rights are not limited to those mentioned in the Constitution.
