If Congress cannot override a Presidential veto with a two-thirds majority, the bill in that form cannot become law. However, new legislation seeking to accomplish the same thing can be reintroduced at a later date, possibly with the portions to which the President objected removed, when it must go through the entire legislative cycle again.

It becomes law in the same way that a bill becomes law if the President signs it. The executive branch will then be forced to carry it out. However, the Judicial Branch can still declare the bill unconstitutional in the event a challenge to its constitutionality is made in a proper case or controversy before the federal courts. The Judicial Branch has no say whatsoever in the process of passing a bill into law, whether or not it is passed by overriding a veto.
