If Congress cannot override a Presidential veto with a two-thirds majority, the bill in that form cannot become law. However, new legislation seeking to accomplish the same thing can be reintroduced at a later date, possibly with the portions to which the President objected removed, when it must go through the entire legislative cycle again.
It becomes law in the same way that a bill becomes law if the President signs it. The executive branch will then be forced to carry it out. However, the Judicial Branch can still declare the bill unconstitutional in the event a challenge to its constitutionality is made in a proper case or controversy before the federal courts. The Judicial Branch has no say whatsoever in the process of passing a bill into law, whether or not it is passed by overriding a veto.
It goes back to Congress and back to the house it originally came from.

The President is the one that can use a pocket veto. This type of veto happens if Congress adjourns within the 10-day period the President has to pass or veto the bill.

The veto and the pocket veto are two ways that the _____ can reject a bill
A package veto is a vote of "no" by a governor or the President of the United States for the whole bill, not just a part of a bill. The right to veto allows for the vetoer to choose either a part of the bill to veto or vote no on an entire bill.
A pocket veto is not a direct veto of a bill. Rather, it occurs when the president holds onto a bill, unsigned, until after Congress adjourns.
Yes! A presidential veto is when a bill is proposed to the president who then vetos the bill. This will be sent back to Congress and may be overriden by a 2/3 majority. However A pocket veto is when the president ignores a proposed bill and Congress adjourns. In this case, the bill dies.
His actions are not favorable. In 2006, Mr. Klaus vetoed a registered partnerships bill. (His veto was overriden.)

George w. Bush was the most recent president to have his veto overridden. The date was November 8,2007. The bill appropriated $23 billion for new water projects. Bush said the bill was too expensive and would over-tax the Corps of Engineers.
Congress doesn't have the power of veto; the President has the power of veto.
