At least all of the first 8 amendments and many laws pertaining to lesser offenses have been "interpreted", which often means "changed", by various case precedents in our nation's history. Even larger offenses, such as murder, have undergone changes in law, pertaining to insanity defenses and appropriate levels of proof and what punishments this deserves.
