The first refers to the military forces which usually are applied only for defense or as a last resort to enforce government policy. As chief of state, the President represents the US in all contacts with foreign governments and hopefully all of them are friendly or at least not openly hostile.

A chief of State (more commonly called Head of State) is a country's civilian leader and the formal representative of a nation. The most common title is either President or King.

A Commander in Chief is a nation's Army commander.
