The Anti-Federalists wanted the Bill of Rights added to the Constitution. They believed that the federal government had too much power under the new Constitution, especially in comparison to the Articles of Confederation. So, they wanted the Bill of Rights enacted to limit the federal government's power. Hence the name "Anti-Federalist."
Interesting trivia - The Anti-Federalist originally submitted 12 amendments for ratification. Since the Bill of Rights constitutes only the first 10 Amendments, 2 were not passed. The first had to do with the maximum amount of citizens a Representative could represent in Congress. The second was actually passed in 1992 as the 27th Amendment, which regulates when pay raises for members of Congress take effect.

So the federalists told the antifederalists that if they let let them send out the constitution to the states earlier, then they could right the Bill of Rights however they wanted and it would be later attached.
