It means, 'We will only pay taxes that our representatives in a House or Assembly [or similar body] have approved and passed into a law.

The slogan was used by the American revolutionaries and meant they they weren't willing to pay taxes imposed by the British House of Commons - as they were not represented there.

It can also mean that if you expect me to pay taxes then I am entitled to a say in how that money will be spent i.e. to have a vote in the elections to the the body with fiscal powers.

No taxation without representation means that there should NT be taxes if you are not represented. This was the case in the 1700's when the British taxed the colonies. The colonies complained not because of the actual tax, but because nobody represented them in the British Parliament. They didn't care if their own government in the colonies raised taxes because they had people thre who represented them, but since there wasn't one colonist in Parliament, they said No Taxation without Representation.

It goes back to when the colonists first came to America. Their saying was a bit different then that though; "No taxation without representation". That meant they were arguing because they weren't supposed to have taxes without a representative (like a governor for example). Because, who were they really paying taxes to? Britain. But they lived in America. Britain wasn't supposed to control them. That led to the Revolutionary War, etc... Anyway "Taxation without representation" means that people like loyalists (those who supported British government) didn't mind taxes without a representative.
