The New York City Fire Department is the simple answer, however, a deeper explanation is needed. When including the total runs under the entire organization, FDNY is by far the busiest. FDNY recorded 1,473,525 runs for the year 2009 alone. This counts all responses from the department. FDNY is the second largest department in the world and Tokyo Fire Department is the largest fire department in the world. When breaking down Fire Unit responses (non-medical transport units), TFD responds to more than FDNY. TFD has over 700,000 fire unit responses, FDNY nearly 500,000. However, FDNY is responsible for most EMS transport services in the City which makes up the difference for total call volume in New York. As far as fires go, FDNY far surpasses TFD. TFD responded to 3,731 building fires in 2008. FDNY responded to 26,862 structure fires in the same period with 2,715 being serious.
