President can Veto laws at anytime.

Added: The President can NOT veto laws at ANY time. He may only veto them when the bill is sent to his desk for signature into law. If he chooses NOT to sign the bill (thereby vetoing it) it is sent back to the Congress where, if they choose to do so, the Presidents veto can be over-ridden by a 2/3 majority vote.
