The only way to change the US Constitution is for a bill to pass both houses of the legislature by a two-thirds majority in each. Once the bill has passed both houses, it h\goes on to the states.

The original text, and intent, and the meaning of the provisions of the Constitution may not be changed. If the People of the States want to change the text or the meaning, scope or authority of the federal government, as laid out in the Constitution then the old Constitution would have to be scrapped and a new Constitution be ratified in a Constitutional convention. The current Constitution may be amended in order to provide clarification to the Constitution, but only in as much as the amendment is in harmony vis-a-vie the scope, meaning, intent and limits of the current Constitution.
