Dollar Diplomacy was an effort made by President Taft to try to maintain inner and outer peace of the United States by throwing money around. Essentially using the U.S.'s wealth to keep things running smoothly inside and use our money as well as debts or money that other countries owed us, or were tied up in (using our resources, borrowing our money, owing us debt, etc.) to maintain peace with other countries to ensure that nothing bad happened. Basically saying, "Hey, if you guys try to do anything bad to us, we will bankrupt you and you will be destroyed and you economies will be dead, so don't mess with us and we won't hurt you."
