No one. US Supreme Court justices are not elected by popular vote; they are nominated by the President, then must be confirmed by a simple majority of the Senate.

If you're referring to United State Supreme Court justices, then it is the members of the United States Senate who vote for them. Constitutionally they only need a simple majority vote of the full Senate to be confirmed. But before that happens, the judicial committee votes yes or no to recommend or not to recommend the nominee to the full Senate.

It used to be traditional for the Senate to confirm a nominee with overwhelming support as long as the nominee was competent and able to do the job. But in the last 30 years or so the confirmation process has become increasingly political and "mean-spirited", with members of both political parties At Fault. Nowadays it is common to need a filibuster proof majority of 60 votes to have a nominee confirmed.

the supreme court justices are not "elected." they are chosen by the president, then the senate votes on whether or not they "get the job." I believe it is a 60 vote minimum.

No, they are appointed by the president and can stay in that rank for life so as long as they're in good behavior.
