The central governmental body throughout most of the war was the Second Continental Congress. Unfortunately, it had little power to direct the economics of the war. This did not improve much under the Articles of Confederation. With their ratification on March 1, 1781, the Congress became known as the Congress of the Confederation, and existed until the Constitution was ratified on June 21, 1788.

Prelude

The colonies formed the First Continental Congress in 1774 in Philadelphia; their members included George Washington, Patrick Henry, Sam and John Adams, and Christopher Gadsen. They focused on staying away from war, and wanted to use economic coercion.

The Second Continental Congress met after the Battle of Lexington and Concord, and their main purpose was to form a "continental" army. This included all 13 English colonies, Canada, Nova Scotia, Jamaica, Grenada, and Barbados. Only 12 colonies ended up joining the Second Continental Congress.

The Second Continental Congress drafted the Articles of Confederation between June 1776 and November 1777, when they were sent to the states for ratification. Ratification was completed in March, 1781.
