Grover Cleveland was the President in 1895. However, I think the first moving picture film of a President was taken of William McKinley in 1897. (see related links)

When you ask film, do you mean a photograph or do you mean film footage like a movie? If you mean a photograph, President Grover Cleveland is absolutely positively not the first President to have been photographed. Everyone has seen photographs of President Lincoln while he was alive.
It has become generally accepted that the first photograph was taken in 1826 OF 1827. Therefore, the first serving President to have the theoretical ability to have a photo taken of him was John Quincy Adams who served from 1825-1829. However, the first photograph involved an exposure of approximately eight hours. Photography did not become practical for many more years.
In 1825, before he took what is regarded as the first photograph, Joseph Nicéphore Niépce purchased some lenses from the optician, Charles Chevalier. Charles Chevalier told Louis Jacques Mandé Daguerre about Niépce and his experiments. Daguerre wrote Niépce in 1826 & they began a correspondance. They probably helped one another in their discussions of the experiments. Niépce died in 1833. In 1839, Daguerre unveiled his process of making "daguerreotypes" and William Henry Fox Talbot announced his "photogenic drawing" in England.
I would guess that the 1840s saw enough improvements to make photography practical enough to photograph a President. For historical context, the tenth US President, John Tyler, a Whig from Virginia, served from 1841 to 1845.
In 1939, Franklin D. Roosevelt became the first televised U. S. president. In 1947, Harry S Truman became the first U. S. president to address the public via television.
