The Bay of Pigs invasion was first considered, then rejected, by the Eisenhower administration, as a means of overthrowing the newly-minted Communist government of Cuba, led by Fidel Castro. Americans, including President Kennedy, saw the presence of a Communist nation with strong backing from the Soviet Union only 90 miles off the coast of Florida as a serious threat. Kennedy had modified the original Eisenhower plan, which called for direct American military support of the anti-Castro rebels, out of fear that using American troops to attack a Soviet ally could provoke a bigger war with the Soviet bloc. The decision was made to instead rely on CIA-trained Cuban exiles, most of whom had fled Cuba during Castro's rise, to give the US a measure of plausible deniability regarding its role. If the invasion failed (it did, spectacularly), the US could claim that it was not responsible, and attempt to avoid inflaming tensions in what was already an extremely dangerous geopolitical situation. Obviously, the US was not able to separate itself from the invasion, and the Soviets did not take kindly to the operation.
