Because they had just fought an entire war to break away from a strong, distant, central government. So you can see how forming a strong central government might have been a bit of a scary idea to these men.

okay so it would be because that if they were to have a unlimited government there would be no rules thus forth people could do what ever they pleased and not have consequences for their actions.. this is the right i got a 98% on my Illinois Constitution test the 1st time :)
