Road repair and construction. Generally, toll roads are used in places instead of taxes, this is a good thing because only people who use the roads have to pay the extra fee, even more specifically only people who use that certain toll road. Sometimes, when there is strong community support for a road or bridge, but the state/federal government won't give the county/municipality money to build the road or bridge, they will take out a loan, build it anyways, and have it be a toll road until the construction costs are paid off.

The free rider problem occurs when a communal resource provides a benefit to individuals regardless of whether or not they pay for them. This results in the resource being overused relative to the number of people willing to pay for it. A perfect example for this would be roads. Everyone would simply expect someone else to shoulder the cost of building a road unless the government taxes everyone and uses those funds to build the road.
It all depends on the type of road (Tarmac or Concrete), the size of road (how many lanes), the type of road (Country Lane, A road, motorway etc) and the location (getting materials to the site).
