Anubis is pretty much in charge of the ceremony. He is the one to weigh the pharaoh's heart, and if it's lighter than the feather, Anubis lets the pharaoh pass on to a good afterlife. If the heart weighs more than the feather, Anubis feeds the heart to the devourer/eater of souls.

The weighting of the heart was important because if the heart was heavier than a feather it ment that the dead person could not proceed to the afterlife and was eaten by Ammit.
