The heads of local churches are called Patriarchs or Archbishops, who preside over their cities or countries. The Orthodox Church does not have a sole ruler like the Pope. This is to safeguard against one person from making the wrong decision or leading the church astray.

There are several Patriarchs of Eastern Orthodox Church. They are: Constantinople, Alexandria, Antioch, Jerusalem, Moscow, Georgia, Serbia, Romania and Bulgaria. The Patriarch of Constantinople is referred to as the first among equals. He has no direct jurisdiction over the other patriarchs or the other autocephalous Orthodox churches and cannot interfere in the election of bishops in autocephalous churches, but he alone enjoys the right of convening extraordinary synods consisting of them (and/or their delegates) to deal with ad hoc situations. Each Patriarch is responsible for the people living under their jurisdiction and one Patriarch may not interfere with the jurisdiction of His brother Patriarchates.
