Pharaohs had absolute rule over their kingdom in both politics and religion. They were considered gods on Earth. Their were responsible for maintaining universal harmony. For this reason they owned all the land, made all the laws, and collected all the taxes. They also used force and warfare to accomplish any goal they deemed necessary outside of Egypt.

The pharaohs not only wanted more power they knew that the noble will probably support them back. The pharaohs knew that they couldn't control all the peasant, merchants and craftsmen all by themselves so they tried to establish good relationship with the nobles who could at like overseers for the kingdom.
