The Roman army gained its strength from its physical and mental training. The physical training was carried out in a twice daily routine. The mental training was a partner to the physical as the Roman soldier was psyched out to win because of his superior training and equipment. They also believed that the gods were on their side and if their faith began to waiver, their general always gave them a pep talk before any battle reminding them of their superiority, the weakness of the enemy and that the gods were on their side as the omens were (always) good for battle.

Rome was strong because of its army. The ancient Roman army has been called the greatest fighting machine that the world had ever seen.
Two things made the Roman army so strong. One was that it was a professional army. Soldiers served for 20 years and trained regularly. Discipline, skills, the solders' equipment and the military tactics were very good. The other was that the Romans enlisted allied troops from Italy and from the conquered areas as auxiliary troops who supported the legions (which were manned by Roman citizens). The auxiliaries could more than double the amount of soldiers available to the Roman state, giving strength in numbers. The auxiliaries were also professional and served for 25 years.
Octavian felt that Rome should have a strong leader with a strong and loyal army.
