When the Roman empire fell all services to people stopped. They had dominated Europe for so long that people depended on them for protection, road repair, building maintenance, government, courts and laws. The invasion of the barbarian tribes took all of this away and left chaos that literally took a 1000 years to recover from. Sending Europe into the "dark ages."
