many of the remnants were stationing in Japan or near the African Coasts,
26 steamships and 16 sailing ships could be put quickly in service,
10 steamships and 18 sailing ships were under repairing and in dry dock,

At the beginning of the US Civil War, the Union had a small navy of 90 vessels. Only about 45 of them were in battle ready shape. 28 Navy ships were on foreign duty. This lack of a strong navy forced an intense campaign to build new ships to fight in the war.
When the US Civil War began, the Union's warships were quite low in number and located either on the Pacific coast or in international waters. They were far from the Southern Coastlines they would be soon ordered to try and blockade. The Union began a huge ship building process to vastly increase the number of warships.
