68 I'm uncertain about how to answer this one.
Six US Civilians were killed by Japanese Balloon Bombs in Oregon.
Fifty-five Civilians were killed at Pearl Harbor (most probably by "friendly
fire").
At least seventy civilian contractors on Wake Island were killed before it
was surrendered to the Japanese and I don't know how many died in the
Phillipenes. (At least another 98 of the civilian contractors on Wake were
slaughtered after they became prisoners.) Should they be added into the
total?
And then there is the larger question: where do you account for the
Merchant Marines? That would add between 5,500 and 8,000 more to the
civilian death toll.
There were also US civilians living in places like London and elsewhere in
Europe.

Here are some estimates:

The total civilian deaths were as many as 45 million from all causes, the vast majority in China, the USSR, and Eastern Europe. China may have had as many as 16 million killed from all causes including famine.

Examples:

Soviet Union - 13 to 18 million

China - 10 to 16 million

Germany - 1.5 to 3 million

Japan - 1 million

France - 0.3 million

US - (12,000 including 9500 Merchant Marine)

Great Britain - (67,000 including civilian seamen)

These totals do not include the 6 million Jews and other ethnic groups killed by the Nazi regime.

Soviet Union - 9 to 14 million

China - 4 million

Germany - 5 million

Japan - 2.1 million

France - 200,000

US - 407,000

Great Britain - 384,000
It's estimated that around 46 Million civilians were killed during World War 2. 11 Million was due to the Holocaust and around 12 Million (not including Soviet POWs) were killed, so this made the civilian death toll quite high.

*There were eight civilian casualties at Pearl Harbor from friendly fire and airplane crashes during the melee. *There was another civilian on the West Coast who was killed by a Japanese "baloon" bomb. *There were certainly more killed at sea by Japanese and German submarine/ship attacks upon non-military ships but it'll take a bit more research to obtain an exact, or approximate, number of deaths.

Around 24 Million Soldiers died during World War 2 and around 47 Million Civilians died during World War 2. 12 Million out of 47 Million Civilians were victims of the Holocaust apart from Soviet and other Allied POW's.

Around 48.2 Million Civilians were reportedly to be killed during World War 2, 84% were Allied Civilian Deaths and most of it were USSR Civilian Deaths with 14.6 Million.
