Switzerland was not involved in World War II, although that defies the definition of the term. Several other countries, such as Ireland, were "officially" neutral but nonetheless involved out of practicality.

There are a few small countries that have not been in existence long enough to have had open conflicts with their neighbors. Or that are so remote that they have no rivals close at hand.
