The US Military can utilize code names anytime they are required; they are often chosen, then approved, based upon the needs at the time. Rolling Thunder, during the then new "space age" represented a "figure of speech" (and a message) to North Vietnam...aerial bombing on an extended scale, which commenced in 1965 and terminated in 1968.

President Nixon liked football; consequently, his aerial campaign over North Vietnam was code named "Linebacker", his next air campaign was labeled "Linebacker II."
