In April 1862, the Confederacy passed a law requiring white men between ages 18 and 35 to serve in the military for three years. However, wealthy people could escape the fighting by paying money. They could pay $300 dollars or not fight if they had lots of slaves.

they started in the year of 1862. these were some of the most hard times. many people began getting upset in he south. they did not want these laws to end slavery to be made. another war soon began between the south and the north's government.

The North and the South both passed draft laws because during wartime every citizen is needed to help their country. Many on both sides objected to being drafted, and this resulted in draft riots.

Both sides reacted badly to the laws, and complained that they were an infringement of liberty.

In the North, they especially resented the system of substitutes - those who could afford it could pay a substitute to do their service for them. This caused great resentment in the ranks, and brought in low-grade recruits, either deserters or those who were too young or too old to have been called up before. Also the bounty system further encouraged desertion and re-enlistment elsewhere (bounty-jumping).
