In April 1862, the Confederacy passed a law requiring white men between ages 18 and 35 to serve in the military for three years. However, wealthy people could escape the fighting by paying money. They could pay $300 dollars or not fight if they had lots of slaves.

This caused great resentment in the ranks, and brought in low-grade recruits, either deserters or those who were too young or too old to have been called up before. Also the bounty system further encouraged desertion and re-enlistment elsewhere (bounty-jumping).
