During WWI, the draft was in place, so all the men who usually worked in factories and made up the nation's labor supply were overseas fighting the war.

This left unionized workers who were unfit for the draft or couldn't go to war for whatever reason. They realized the labor shortage and took the opportunity to strike for better working conditions, knowing that their employers would have to conceed to their demands, since there was no one else to work if the strikers were fired.
