Supposedly he did say it, although there's no concrete proof that he did. It was listed in a book of "secret" quotations that says he said it in 1942, while Germany was in the process of trying to conquer Russia; but the book apparently offers no proof, and there is no Nazi document saying he said it. The Nazis had a strange fetish for documenting almost everything.

However, the context, if you read the entire quotation, is that he was talking about conquering a foreign country- that is, Germany conquering, for example, Poland, and taking weapons from Polish citizens to curtail their resistance to German rule. He wasn't talking about disarming citizens of Nazi Germany. Quite to the contrary, he issued a law in 1938 that actually expanded gun rights for German citizens.

My mother was in the League of German Maidens.. Her scripted role was to learn how to become a tailor. She learned techniques and points of precise stitching and was very disciplined. She later was ordered to sew parachutes for the NAZI air force. She always claimed she was in Hitler Youth, as that is how many young girls of her day considered themselves to be. (Not League of German Maidens) Very strict and ordered and they believed that if they received their training and were faithful to Hitler and his beliefs, that they would be rewarded with a stronger, better economy for all in Germany.. All indoctrination for the day.....

The "November Crime" was the signing of the Armistice. To Hitler, and so many others, the German politicians who signed the Armistice on November 11th, 1918, would become known as the "November Criminals".
