The Land Ordinance of 1785 stated that they would separate the Northwest land into something called TOWNSHIPS. This was a 5 by 5 mile land and was sold to settlers and speculators. The land ordinance of 1787, or Northwest Ordinance of 1787, was to make the Northwest TERRITORY lands into STATES. 5,000 free white men makes up a territory and 60,000 free white men equal a state. Slavery was prohibited and the state constitution was a republic. Does that answer your question? :)

The Northwest Ordinance essentially accepted Virginia's "northwest territory" as public domain of th United States; the Land Ordinance of 1785 prescribed the means by which the public domain would be sold by the United States to help pay the debts incurred by the Revolution.
