The United States Constitution, Article 1, Section 9, which states: "No Bill of Attainder nor ex post facto Law shall be passed." The "Ex post facto" phrase does protect us from a law being applied to an act which was committed prior to said law coming into existence.
Ex=Presidents are refereed to as former president. i.e. Former President Bill Clinton. However, people just say President George Washington. They will always have that title, even after impeachment. He was elected president, which is why he is a president.
