Presidential Reconstruction was made by the president while Congressional Reconstruction was made by the congress which was mainly comprised of radical republicans. Also 'Presidential Reconstruction' was the attempt by the President (first Abraham Lincoln, then Andrew Johnson) using his power to rebuild the south while Congressional Reconstruction rejected this forcing the south to suffer for their crimes and injustices towards slaves.

∙ 12y agoLincoln wanted to make it as easy as possible for the South to quickly return to a peacetime status. He did not want Confederate leaders or generals punished, and he wanted a smooth transition to freedom for ex-slaves, who had few skills and would have to support themselves. His "Ten Percent Plan" would have required that 10% of the voting populace pledge allegiance to the Union. State constitutions would have to be written that acknowledged the end of slavery.
Congress, on the other hand, bolstered by the 1864 elections, wanted to exclude all Confederate officials and army officers from public office and register most freed slaves to vote. The "Wade-Davis Bill" (vetoed by Lincoln) would have required a majority of Southern voters to affirm US allegiance and disavow the Confederacy.
Lincoln's popularity allowed him to stymy the Radical Republicans, but after his death, they swept to power in the election of 1866 and passed laws that put control of the South in the hands of military governors. Congress blocked the return of Southern congressmen until the 13th, 14th, and 15th Amendments had been ratified by each state.

Presidential Reconstruction is Johnsons attempt to using his power to rebuild the south and Congressional Reconstruction was controlling congress making the south to suffer.
