Hiram Rhodes Revels (September 27, 1822 - January 16, 1901) was the first African American to serve in the United States Senate. Since he preceded any African American in the House, he was the first African American in the U.S. Congress as well. He represented Mississippi in 1870 and 1871 during Reconstruction. As of 2008, Revels was one of only five African Americans ever to have served in the United States Senate.

Matthew Gains (Aug 4, 1840- Jun 11, 1900) was a Republican elected into Texas' 16th district in the Twelfth Texas Legislature House of Representatives. He was elected to serve six years, but only served four, due to being charged by a Democratic colleague as a "flat-footer [sic] (N word)" and was charged with Bigamy. He was removed from office, despite the charge being overturned.
In his term he focused on prison reform, public education, tenant farming reformation, and protecting black voters.

In the US the first President with any certain black ancestry was elected in 2008. There have have been several earlier black presidents in other countries.

All have been elected in some format. When Washington became president there was no popular vote. Instead the men of Congress elected the president.
