Some put the figure (including WWII) at over 45 million people.

What time periods specifically? Stalin was in power from 1924 till his death in 1953. Through forced agricultural reforms, military purges, control and subjugation of non-Russians in the Soviet Union, extermination of all political and ideological rivals, gulags of Siberia and WW2 sacrifices, you could say that between 25-40 million people died under Stalin's rule. No exact number is available.
