The Virginia Plan, a suggested plan of government for the US Constitution, would have a two-house legislature apportioned on the basis of population.

But more importantly, the selection (election) of officials to the Executive and Judicial branches of government would be done by the legislature, not as it is now done: by the direct vote of the people or the combined agreement of branches, respectively.
