It is actually Hindu women who wear it. The majority of Indians are of the Hindu faith, but not all of them. The commonly held belief is that it signifies that the woman is not, and never has been, married. However, I did a Google search and discovered that this is completely false. It actually represents a person's third eye. Hindus believe that everyone has three eyes: two looking outwards at the physical world, and one looking inwards towards the Divine. So, it symbolizes their faith in God, and reminds them to always keep God in their thoughts.
Also, the dot is not just for women. Men can wear it too, although in this day and age, usually only women opt to wear it. And it doesn't have to be red, either. It can be any color they want.
