Yes. That is one of the reasons why there is so much witchcraft in Shakespeare's Macbeth which was about James' ancestral home of Scotland. Plus he said he had a personal experience of it in the form of a storm for it was belived that the witches controlled all bad weather.

When he became king of England he denied prosecuting witches, although he did so often as king of Scotland.
