Technically, there's no limit to how long the President may serve; the limit is on how many times he/she may be elected to the presidency. If someone served more than two years of a term to which someone else was elected, he/she may be elected President no more than once. Otherwise, a person can be elected President no more than twice. For example, Lyndon Johnson served as President for one year and two months of the term to which John F. Kennedy was elected, so he could have stayed in the 1968 election campaign past March if he chose to, and if he won he would have served a total of 9 years and 2 months. On the other hand, Harry Truman served 3 years and 9 months of Franklin Roosevelt's last term, so he was not eligible to run for reelection in 1952; he had to stop at 7 years and 9 months.

Yes, as long as he/she does not exceed the term limits of the office. The term limits for president are two terms or a maximum of ten years (yes even though a term is four years, you can replace a president for two and still be elected for eight of your own years). If someone has already served two full terms as president then he/she cannot run for VP because there is the potential that he/she may exceed ten years.
