American civil government was founded on a trinity of legal spheres of action, the Federal the states and the People Ourselves. The things that the people can freely do while going about their liberties are secured to the legal federal voice of the People Ourselves a 3/4 majority of conventions of the people in each of our several states.

This phrase, "secure the blessings of liberty," is found in the Preamble to the Constitution. In context, the phrase is, "We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America."
The Preamble serves as an introduction to the Constitution and states the basic aims of the Unite States Government.
In the case of the phrase "secure the blessings of liberty," the Preamble is stating that the government, "in order to form a perfect Union" or with the goal of creating a great country, is trying to protect and preserve the benefits of freedom in the people's interests.
I would add to this that promoting the general welfare is established by securing the blessings of liberty. This would be a means to an ends. Securing the blessings of liberty is the means and promoting the general welfare is the ends. This allows all citizens of the United States to enjoy secured liberties to achieve whatever welfare they choose.
