This was obviously a campaign slogan for Calvin Coolidge, It was often printed on paper fans .

I doubt that Coolidge said it very often.

Perhaps some other president said it sarcastically, but I do not know that any did.

Coolidge was the incumbent in 1928,having taken office when Harding died. He had cleaned up the scandal's from the Harding administration and did not do much campaigning . The country was prosperous and the Republicans ran on their record without proposing new changes. "Keep Cool with Coolidge" was the slogan printed on many paper fans that were given away. The slogan did not say much, but suggested more of the same, I think.
