This was the campaign slogan used by Calvin Coolidge during his successful presidential campaign in 1924. The president and the press continued to use it, referring to Coolidge's steady but laid-back leadership style.

This was obviously a campaign slogan for Calvin Coolidge, It was often printed on paper fans .

I doubt that Coolidge said it very often.

Perhaps some other president said it sarcastically, but I do not know that any did.

What is the origin of the word cool?

Jazz Musician Lester Young is said to have popularised the term in the 1930's in Jazz circles with his style of "smooth Jazz" It became everyday use when after the 2nd World War the Cool Jazz movement happened. I would question the answer above about the Jazz musician only because the word "cool" was used in the 1923 presidential campaign by the interim president Calvin Coolidge. Popularized by a slogan "Keep cool with Coolidge!".

How did Calvin Coolidge campaign?

Coolidge was the incumbent in 1928,having taken office when Harding died. He had cleaned up the scandal's from the Harding administration and did not do much campaigning . The country was prosperous and the Republicans ran on their record without proposing new changes. "Keep Cool with Coolidge" was the slogan printed on many paper fans that were given away. The slogan did not say much, but suggested more of the same, I think.
