Another word for formally declining to vote is abstaining. You would abstain from a vote when you can't agree on either issue being presented.

To vote, you need to be registered. Based on what the person believes, they can vote for whoever they want (people who are members of a party typically vote for whoever their party's candidate is).

Article I, Section 5 of the US Constitution requires that 2/3 of the members must vote in favor in order to expel a member. Since there are currently 100 US Senators, 67 would need to vote in favor in order to expel a Senator.
Either you're misinformed, or you need to be a lot more specific. I'm not aware of anyplace that does not allow judges to vote.
This depends upon the club's bylaws. If all members have a vote and the secretary is a member, then the secretary should have a vote. If only certain members have a vote, then the secretary may or not be among the voting members.
