That depends on what form of government is being practised in the country where the question is being asked.

* In a democracy the government draws its power from the will of the people. * In a monarchy the government is appointed, or administered by a hereditary ruler who make claim their birth gives the the right to rule. * In a theocracy the government is run by priests in the name of their God. * In a plutocracy the wealthy exercise power as they would say that they are the ones who both pay for the state's expenditures and who create employment and wealth. There are many other forms of government all claiming to draw their power justly from some source or for some valid reason

Is the federal power of the country known as the central government?

Generally, yes. However, it just depends on how "central" you are wanting to get. There is everything from Homeowner's Associations to labor unions to city governments to state governments to the federal government.

Who hold the power or where is the power centered?

when we ask the question, we find that governments fall into two main groups. in some governments the pwoer is centered in just one or a few people who rule all the others. the big bosses make all the decisions, and the citizens have nothing to say about it. this form of government, which centers power in the hands of just one or a few supreme rulers, called Autocracy. in other main groups of governments, however, the power is not in the hands of one or few people. it is spread out among all the citizens share in making governmental decisions. this form of government is more familiar to us. it is called Democracy

From what source do governments derive their just powers?

The answer to this question is very dependent on both the system of government (democracy? theocracy? dictatorship?) and level of government (federal? state? municipal?) to which you are referring. But for all intents and purposes, let's say you are asking about the American government: The Framers wrote the Constitution following the philosophy that a government derives it's power from the consent of the governed - AKA, the people. That is why our system of government is a Democratic Republic ("demos" means "people"); American citizens elect others to represent them in office. One could also say that a source of "just power" for the government is the United States Constitution itself. The Constitution is considered to be the highest source of legitimate authority. Therefore, it gives the three branches of government (executive, legislative, judicial) responsibilities and powers. For example, the Legislative Branch has the power to regulate interstate commerce because of the commerce clause (Article 1, Section 8, Clause 3).
