The Virginia Plan (big state plan) stated that Congress will have representatives according to the population of the states. This benefited the big states, since they had more people. The New Jersey Plan (small state plan) stated that Congress will have an equal amount of representatives from each state. This benefited the smaller states, since it gave them an equal say in Congress.

These two plans were eventually made into the Great Compromise, which says that Congress will be split into two sections, each section using one of the plans. We now know these sections as the House of Representatives, which used the Virginia Plan, and the Senate, which used the New Jersey Plan.

The Virginia Plan was called for a two-house legislature, a chief executive chosen by legislature, and a court system. The members of the lower house would be chosen by the people. The upper house would be chosen by the lower house. In both houses, the number of representatives would be corresponding in size to the population of each state.

The New Jersey Plan had the one-house legislature, with one vote for each state. The Congress could set out taxes and regulate trade, powers it did not have under the Articles.
