The Articles of Confederation were the first attempt to provide a central government for the United States, but it proved to be too weak. The authors of the Articles, like many Americans, were afraid of creating too strong a central government. Having just defeated England in the Revolutionary War and having won their independence from England's strong government, Americans wanted to be sure that the government they established would not be so strong as to take away their liberties and to interfere in their local affairs. The Articles provided a weak central government in which the real power remained in the hands of the states.

Everyone was American. The colonies were comprised of many people from many places. About 60% of the colonies didn't speak English, but they were Americans because they came to make their lives and homes in the colonies.

The central government was more limited under the Articles Of Confederation than under the Constitution. People did not trust the government to have too much power. It looks like they were right.
During the Revolutionary War, the Americansrealized that they needed to unite to win the war against Britain. So after they decided many things about what they wanted the government to be like, they reached a final plan called the Articles of Confederation.

The first constitution of the United States was The Articles of the Confederation (see Related Links below). The authors of The Articles were a committee appointed by the Second Continental Congress.
Because the people were citizens of their STATES, and the States made up the United States under the Articles of Confederation. The Federal government had very little impact on the people.
