Romans government became more democratic by the revolt of the Plebeians. The Patricians' strangle hold on power was broken and the Plebeians gained rights. These rights were written, and referred to as the Laws of the Twelve Tables. These laws allowed the citizens to know what the laws are. The Patricians soon gained the right to elect their own officials, these were called tribunes. The tribunes could veto any law that they felt were not lawful.

Why did America adopt a democracy?

The Founding Fathers did not want to have a monarch or ruling hierarchy, but rather a system of government responsive to the needs and desires of its citizens. The division of powers by the Constitution reflected their aim to prevent authoritarian government and to some extent they succeeded. However, any government can become abusive in its power, regardless of its noble ideals. It may become an entity unto itself, and begin to move away from its purpose of limited service to its people. --- Democracy is something that evolved - it was never adopted. What initially was adopted under the bicameral system is polity. Polity is how societies organize themselves into governing bodies.
