some would say yes;because it may take a long time to get things done (like legislation passed for example) or another example is electing a new supreme court judge, because the pres keeps nominating while the senate keeps saying 'no go'

That is the reason we have that kind of system. It does slow things down and give more time to debate a subject. It also increases the possibility of compromise.
