Out of 44 I would guess over half I know Washington, Jefferson, Madison, Adams, were all Masons and so was Ford ( I have seen his signature in my lodge Masonic bible) Clinton, FDR, Wilson, Eisenhower , Taft, not sure about Lincoln or Johnson, but LBJ was. Don't think Kennedy was.. Many of the Congress rituals are Masonic based and the Capital has a Masonic cornerstone.

First, let me tell you my opinion about the Masons. Masons are a bunch of smart people who like to talk with the members of their club about things that are important to them. Now, back to your question, I think that the Masons have some sort of support from the government in some way.
