The 1964 law was geared to preventing the us of any federal funds to be used to discriminate anyone from their civil rights. This law was not sufficient, however, to make sure all people, especially Afro Americans, from being disenfranchised at the polling booths. So the 1965 Civil Rights Act banned any sort of poll tax or other types of fraud to be used against minorities in America.
